
Rebecca is passionate about public services, with over 34 years’ experience of working at a local, regional, and national level for the Local Government Association, Local Councils, Police, across systems and strategic partnerships.
She is energised by transforming and improving services with a strong focus on co-production and collaboration between public sector organisation and the communities they serve.
Before joining Collaborate CIC she was Director of Strategy and Innovation and Director of Integrated Care Organisation at Wigan, spent 5 years as Head of Change at Greater Manchester Police implementing a new operating model, led strategic transformation programmes, including place – based working, for a number of councils and headed up the National Improvement Service at LGA.

“I have always been committed to championing collaboration as the way to improve and enhance public services. I am not naive about the barriers and blockages that can exist; however, I believe if we put the person at the heart of the conversation in a human-to-human context the barriers can be overcome, and we will make progress and sustainable improvements.
“Across my career I have worked in areas that seek to make a positive impact on people’s lives and to redistribute power more fairly across systems and communities.
“I am excited to lead Collaborate CIC on the next part of its journey, to oversee its continued growth and the expansion of the collaborate movement, working with a committed board and skilled team.”
