Strategic authorities will rightly convene and lead in a Rewired State. But if we want to turn the dial quickly on how public services work, and how residents experience them, leadership development can’t just happen in MSAs.
Join this session to discuss how we could extend place-based, cross-sector leadership to local authorities, VCSFE and health leaders at scale. Hear from local leaders who have done it, enabling them to empower communities, collaborate across system boundaries, and embed continuous learning into everyday practice.

Rewiring the workforce: building a charter for preventative services

We’ve trained and incentivised public servants to succeed within their own lane for 70 years. Now we’re asking them to see the whole person and work across boundaries never designed to be crossed. This session explores what a co-designed workforce charter for integrated public services could look like for on-the-ground practitioners, spanning statutory and voluntary sectors.
We’ll look at examples of where a shared picture of good practice has reignited staff agency and improved outcomes. And we’ll discuss what it might look like if we could quickly empower a critical mass of people to change how they practice their day jobs.

Beyond the pilot: How to get serious about spreading what works
