Developing collaborative leadership
Addressing complex challenges requires a type of leadership that can mobilise and focus action across a system of organisations and individuals, each with differing perspectives and competing priorities.
Here, leadership is not a role; it is an activity.
We design and deliver bespoke system leadership programmes for a wide range of organisations, partnerships and places, and for people at all levels, from local authority Chief Executives to ICS boards, civil society leaders to frontline staff, equipping people with the knowledge and skills they need to lead and mobilise change across boundaries.

Three programmes play a key role in our leadership work:
- The Ignite Programme, delivered on behalf of Solace, convenes up to 12 local authority chief executives over six days spread across nine months. Facilitated by Collaborate Chair & Founder Lord Victor Adebowale and drawing upon the expertise of both Collaborate and Solace – as well as senior leaders from the public, private, and social sectors – the programme is co-designed with participants. The programme provides the space to look at the bigger picture, consider how leaders can best address the needs of their communities, while looking at values, purpose and their wider role in shaping the future of local government.
- The London Leadership Programme (LLP), running since 2018, brings together talented professionals from London’s 32 boroughs, the City of London Corporation, the GLA, and London Councils. Delivered by Collaborate on behalf of London Councils, the programme is designed for those aspiring to lead across boundaries and uncertainty. LLP equips participants with the mindsets and skills for collaborative working, systems leadership, and working in complex and changing environments; fostering and demonstrating agility, values-driven working, and a shared commitment to collaboration.
- Leading Greater Essex is a year-long, cross-sector programme that strengthens system leadership capabilities across Essex. Through a blend of in-person learning, system challenge projects and network-building, LGE focuses on understanding systems and acting to change them. We explore the foundations of system thinking and what leadership means in this context, as well as introducing practical skills and approaches such as power analysis, story-telling and action learning.
